Taxi/Landing lights switchology

In NTTR, I noticed that the taxi/landing lights will not drop unless the Nav light rheostat is turned on. This is despite the T/L light toggle being in the on/up position.

 

Retraction had the same problem, but reversed. You had to turn the nav lights off then on again to get the T/L lights to retract.

 

Lastly, from the front exterior view, the lights do not have light emitting from them, but it does light up the ground in front.

 

Seems odd as I've never encountered needing Nav lights to get my T/L lights to function.
