I see allot of AI road and highway traffic around Las Vegas, and I see allot of civilian aircraft at McCarran. Is there any way to have civilian AI traffic in the air?

Jip. Open the MissionEditor and configure it properly ;)

Will that allow me to have AI traffic coming and going at McCarron? I'm wanting very easy targets for right now cuz I'm relatively new to DCS and haven't had allot of time to get good with the weapons, etc.

IIRC ... there was a script some time ago that spawnes Civ AI Flights and assign routes to them. Take a look at the Mission Builder Forum.

The Hardcore solution would be to place 20+ Flights at Mc Carran manually and assign them some orbits etc.

The Medium solution includes Multiplayer and a Trainings Server/Map. Simply search for Training or else in the Servername and join. Usually nothin of the AI there is rly shooting back

No need to shoot down civilian aircraft, you can effectively create target drones by restricting ROE and REACTION TO THREAT.

Open the ME, click the plane icon on the left side.

Select tthe plane and coalition you want to fly. Place it on the map. On the right side, select "client" from the skill level drop down to make the aircraft flyable. You may also select its starting position (turning point or flyover point for air start, takeoff from ramp for cold start, take off from ramp/runway for hot starts.)

Now click the plane icon on the left again. Place the target plane. Set its altitude and airspeed as desired in the menu on the right.

Click on the map and add two waypoints.

Select waypoint 1 from the drop down on the right side.

Click "ADVANCED WAYPOINT ACTIONS"

Highlight any existing tasking and click DELETE until the ADVANCED WAYPOINT ACTIONS menu is empty.

Click "ADD"

Select Perform task -》 orbit -》 racetrack

Click ADD

.Select set option -》 ROE -》 weapon hold

Click ADD

Select set option -》 REACTION TO THREAT -》 NO REACTION

Now you have a dummy aircraft that will fly a pattern between its waypoint 1 & 2, and will not defend or fire back.

Copy-paste that aircraft with ctrl c and ctrl v and change the waypoint position as desired to create multiple drones in multiple orbits.

Could this work with the B-17 mod? So they won't break formation and act like fighters when attacked?

Yes, they'll fly in a straight line until they sustain enough damage they that can no longer fly. They may RTB when damaged significantly. Unfortunately you will probably lose your turret gunners, if they are simulated, and without the ROE set to hold aircraft with turrets will still act crazy if the Tu-22 is any indication.
