The MiG-21 manual says:

 

  • Take-off speed: 340-370 km/h IAS

  • Touchdown speed: 260-270 km/h IAS

 

Shouldn't it be the other way around?

There is how you should answer:

Because the aircraft's weight is at max during take off, and much lower during landing after expended fuel and payload, thus reducing the lift needed and the speed which generates it for the operation.

The other reason might be that you fly the final approach at around 340 km/h, but the actual touchdown occurs at a slower speed (270 km/h or so), after bleeding off speed in the round out and flare.
