Super noob here,

 

On the right hand side of center there are two red lights. One reads AL (airborne something, I guess) and SAM (surface to air missile, pretty sure on that one). Here is the question, to these lights turn on when a radar scans you, locks you, or shoots at you?

 

I've looked everywhere but can't find the answer.

the light just shows you the nature of your primary threat as soon as you're being scanned
