If you opt in for them, you will get the next version for testing before the public release. As with anything, testing can also have problems with bugs as well, so just beware. I personally do not participate in it, I don't mind doing some testing of things especially games, but I want my Rift to be running as optimal and bug free as it can - hence why I do not participate in the public test channel. But if you do , you also get to see the next version sooner. I do not believe currently they have a test version out for 1.17 yet, but would think they will here before too much longer.
