I had the same problem, but I solved it when I had the idea to remove a flyable Bell 47 MOD helicopter that was made to be used with the same UH-1 Huey bin .exe file and and with other Huey folders.

So, what you have to do to solve this problem is to remove any non official flyable helicopter MOD that you have installed. DCS users usually create flyable MODs of official DCS aircrafts, by using copied .exe files and folders of DCS official helicopters and planes. But, in this update release, it seems that it recognizes duplicated .exe files of the same aircraft. So, it will block your DCS to open correctly, and it shows the same screen capture message you showed above.

Well, for me it worked fine, when I removed the non official helicopter MOD I had installed before! I hope to have helped!
