Even though I follow the assigned block altitude (FL080-FL090) within the TC outbound to the training area, I keep getting the "Check your altitude!" message. Anyone else experience this?

Me too - aren't those block altitudes AMSL? Therefore your need qnh not qfe

Correct. I was referring to what the tower gives you at takeoff which allows you to set your altimeter to ground level (0).

 

If you fly to the waypoint's elevation you shouldn't have any problems staying within the altitude block.

Ok, thanks guys. I saw the 2833 setting in the brief but thought it must be a typo. I thought QNH/QFE would be given in hPA not inches of HG?
