109 radio doesn't work?

Since the last update I've been flying some cold start missions. Sometimes the radio works, sometimes it doesn't, even though everything is switched on correctly. My wingmen wouldn't react to my orders, and I can't hear the tower's instructions either. I'm trying to reproduce this, but it appears to be random.
