Yes, ILS is being turned on for different landing directions (and off for the opposite) based on wind vector.

 

This is happening for

 

  • Runways which do not have an ILS for the opposite direction
  • Different wind vector rules than ATC runway assignment
  • Situations where realistically ILS function would not change based on wind

Yeah it's weird logic. Some airports have ILS turn on for 0 wind, off for ~3 knots, then back on for >7 knots. You should find in every case where an ILS turns off that the opposite one (if it exists) turns on.

the issue with this "logic" is that low visibility scenarios, where wind typically is around 3kt, will force tailwind landings for no apparent reason
