That is how it's supposed to be. Infrared light is blocked by fog in the same way as the visible light.

you're wrong. In fog, IR cam can see much more than visible light cam. Of course, it depends of the density of the fog. I join an image to illustrate that.

It depends on the wavelength, too. But if the fog is dense, even thermal imaging cannot see through.
