FPS differences between two similar PC-system specs

Hello pilots,

 

 

One of my friends has less than 30fp using the same cpu I5 750 that I have. He just doesn't understand and keep asking me, why mine is able to run >60fps than his. He has almost the same specs as me which also confuses me.

I am pretty sure that the issue is not on the GPU!

 

My specs:

I5 750 (CPU)

Rx470 (GPU)

2x8GB F3-14900CL9D-8GBSR G.Skill (RAM)

Yes. I also checked the updates.

Well aside from the possibility of some sort of hardware conflict ("almost the same" and "exactly the same" are not the same, as it were) that can occasionally occur, other possibilities are system overhead (bloatware, etc)
