Where is the SAM? Only fortification?

I was setting up a SAM Site strike mission, but in ground units there are only fortifications, where are all the stuffs??

Available units depend on the countries that you've selected. And usually you find SAM/AAA units in a different category than fortification

Only USSR Category for ground units is FORTIFICATION

 

I would like to try to create a mission but it seems I can only add ground units of the USA variety. I select the tank icon to place a vehicle group, then select USSR for country, and the only category option I have is FORTIFICATION. Am I missing something here?
