Odd lighting changes with rain/fog

Whenever I start a mission with rain or fog, I get odd lighting like this:

 

 

Typically green tint over land, blue tint when over water. This lighting also affects the cockpit. By moving the F2 camera down to ground level, the lighting corrects itself and becomes normal:

 

 

However, just sitting stationary in the game, the lighting will frequently jump from dim, to bright, then back to dim, like this:
