Its a fine card if you want an AMD card. I don't have experience with Vega in DCS, but I came from a Radeon 7950 when I upgraded to an RTX 2080Ti a couple months ago. DCS ran GREAT on my (heavily overclocked) 7950.

Dollar for dollar, the RTX 2070 is a better value than Vega 64. There are a few games that perform really well on Vega, but for the most part the 2070 will outperform the Vega by quite a bit. Your CPU will be the bottleneck for Vega 64 or 2070, the resolution you play at will determine how much of an issue that is for you. Lower the resolution, the more issue your CPU becomes.

Here's a couple I found that are in the general price range, but not in stock unfortunately. Maybe you can source them elsewhere.

Depends in what resolution you will play. Vega is good for 1080p, ok in 1440p.

I'm playing DCS with most settings on max in 1440p with no issue.

Anyway DCS will get VULKAN implementation soon, so the performance will probably change significantly for better then.

Do, or do not, there is no try.
