[KNOWN ISSUE WIP] Jester radar scan elevation bug

When tell jester to look at middle low or middle high in elevation. He adjusts it to an extreme. Tid will show him reading max and min scan elevation 0 and 0 as an example. So as the targets get closer I have to decend so he will pick up targets on the deck.

Thank you, this is still due to Jester's rudimentary implementation of radar work. We are currently working on making him better in this regards, this will also include a better look down and look up logic.
