Carrier hot spawn: ATC comms stuck in loop

Happened to me repeatedly last night. I'll reproduce and attach a track later, but here's the issue:

 

1. Multiplayer

2. Hot start on Elev. 4

3. Radio tuned to carrier ATC by default

 

Immediately on spawn, carrier ATC gives me clearance to startup, without me ever requesting clearance or even opening the comms menu. It immediately goes into taxi clearance, and gets stuck in a loop of "Springfield 1-1, hold position. Springfield 1-1, hold position. Springfield, 1-1, hold position."

 

And it never stops.
