Naval Vessels - Shoot At Planes Only?

Is there a way to limit a carrier group to only fire at enemy planes that are within range? I want to prevent the carrier group from launching tomahawks etc at ground/naval units.

Short answer is no. Best you can do is make the ground units invisible.
