How can I get radio voices in order to use them in transmit radio messages via triggers?

You can record them, there is free software available to do so. I use audacity. OGG format works the best.

Normally you would ask somebody to record text lines for you (if multiple voice actors are needed) and then apply some sort of effects to make it sound as if it was over the actual radio.

 

It is definitely a time-consuming task to get it right, but that what mission builders tend to do.

 

Of course, there are professional services and payware soundbanks as well.
