[CORRECT AS-IS] L&S outside azimuth scan in TWS BIAS mode

In BIAS mode azimuth scan should not loose L&S. Scan should include and update L&S.

I remember reading that. Still, it left me scratching my head. The way it works is now, it's sometimes worse than MAN mode, since you often have to keep pressing the TDC to move the scan and keep the L&S inside. Right now, it's just useful if you want to quickly center the scan somewhere else, without having to press the OSB to switch to MAN. Since it doesn't keep the L&S in the scan, it'd at least make more sense if there was a way to quickly return to AUTO through the HOTAS.
