Communication question

I created a large multiplayer mission with squadrons of bombers, fighters etc. I also had wingmen. I checked all the frequencies of the groups and placed them into the presets. I could only contact my wingmen. Is it not possible to communicate with the rest of the groups individually? I noticed the Flight option but still had no luck when giving instructions and not receiving. Only wingmen worked.

You can only communicate to the up to three members of your flight. You can't communicate with other flights.
