Turn ration at NWS HI?

I was watching some youtube videos and some of they show hornets and super hornets turning HI. Sometimes the inner tire move after, different from our hornet that keep moving forward even if you hold the inside turn wheel brake.

 

Any one found this? Should ED take a moment to see if this really is wrong or not to get the hornet ready for SuperCarrier taxi out and in?
