F-14 Carrier Qualification instant action mission is broken

Whenever I try taking off during the carrier qualification mission for supercarrier, the catapult doesn't fire.

My wingman is always faster and fires off first from cat 2 with me waiting on cat 1.

After his takeoff, I spool the power and make a salute like anyone would.

The crew gives thumbs up, the shooter makes the shoot sign but I'm not being shot off.

 

I did several tries on military and burner, on both the persian gulf and caucasus in the same mission but i doesn't work.
