Mogster
You’d have to accept the loss of performance due to the extra weight. Big guns, heavy ammo on a tiny underpowered plane. Very few I-16s has 20mm it seems. The 12.7 ShVAK were cannons. Most Russian ammo was already explosive I seem to remember.

Why don't we can hope to have both options of Guns (20 mm and 12.7 mm), and the Machine Guns? More options, better adaptability, I think. Because in the 30s model maybe there are too many differences, but i would like to have also the option to configure an I-16 for the 30s wars, with worst weapons. It wasn't exactly powerful enough to engage 109s, anyway, though it sure could outturn one if the 109 pilot was dumb enough to try turning with it. It could still trash larger German aircraft. Ala13_ManOWar
Shvaks in this airframe wouldn't be "an upgrade", they'd be a new aeroplane. Cannon version wasn't the type 24, but type 28-29, and those versions had quite a few more changes than "just" the wing cannons.
