Currently I have an Intel 2.8 Dual core CPU and a x1650 ATI card, 2 Gigs of ram and windows Vista installed. I know vista is a resouce hog, I also know my ram isn't of the same manufacturer and that can hurt performance. So I am thinking of buying some new ram, actually considering buying two, 2 Gig Sticks of Crosair DDR2 ram. I think this would best improve performance on my system, before making the purchase I would like to get a couple of opinions, would a new graphics card better improve performance or RAM?

I think RAM would be a easy and cheap first step to upgrade. Later maybe a better video card and so on. I believe that RAM is a good start for upgrade in any system build. I have also heard that 4g of RAM is a good idea for Vista. I do not have Vista but I guess it uses RAM better than XP, don't quote me on that because someone just told me that and I'm not sure if it's true.
