graphic options impact on performance?

When I enable an option such as raindrops or grass or trees, I notice there is an impact on performance.

If there is no grass or trees in the view or if it's a sunny day with no rain, is there still a performance impact of any kind?

I doubt it because they are not being rendered so won't use any additional system resources...
