does the "rocket counter" work as of 11/12/20? If so how do I select # of rockets to release???

You don't. The counter only selects which station fires next after pressing the button, not the number of rockets to be fired.

 

In "auto" mode, however, with a bit of practice, you will able to control more or less how many are launched by keeping the button pressed a bit longer or a bit shorter.
