dcs won't launch not responding

So dcs has downloaded, I have restarted windows and reinstalled dcs and still with the same problem.

 

Dcs is just stuck on the launch page and it has not responding

And im not going to try to uninstall dcs because if I do it won't download and I will get an error 

I just download dcs so it is up to date

And if you give me an answer please EXPLAIN step by step with detail please.
