Civilian versions, and civvy helicopters in general, tend to fly above wires and basic pilotage dictates that they would avoid them anyway.

Military versions tend to fly NOE, and may come into contact with wiring at some point on a mission (actual combat), so the cutters are there to negate the risk somewhat of a strike.

IMO the presence of the cable cutters should be (de)activateable in the payload tab (ME).
