I tried a few different aricraft, I can't get most of the axis to work in cold and dark startup.

Testing on the Mi-8 now, break axis and throttle axis work, collective and cyclic don't. Basically the same thing for other aircraft I tested so far.

It all works perfectly fine in a hot start.

 

EDIT: seems like it fixed itself in the Mi-8, but I still can't control the axis in some other aircraft. I'll restart the sim a and rassign the axis again, it might just be something on my end.

Me too. Huey Collective and Cyclic not working in hot or cold start.

All I did was restart the sim a few times and rebound the axis once or twice, which might or might not have helped, I don't know.

I have that issue with F-16C on cold start

Keep in mind controls in the Mi-8 are hydro-assisted. Therefore cold start -> no hydro pressure -> no controls movement until engines are running. In the game at least, because in real life apparently one can move them at least a little if one goes Schwarzenegger on them.

 

Don't know about UH-1, but maybe it's the same there? And in some of those other planes you tested?

i7 9700K @ stock speed, single GTX1070, 32 gigs of RAM, TH Warthog, MFG Crosswind, Win10.
