reported F18 cannot do a Cold and Dark startup with Oculus Controller

F18 cannot do a Cold and Dark startup with Oculus Controller.

The Throttle individually Rt, Lft will not respond to Oculus Controller at initial cold start, they only works during game.

This has been years.
