This airport has 2 sets of NDB's with the same frequency but different Morse Code designators. 

 

How does that work?

You have inner and outer beacons. Think of them as pairs, and only one pair should be active at any other time, depending on the wind direction, which will determine which direction of landing/take-off. The morse code will give you which is active.
Somebody will probably have a better/more thorough explanation, but hope this helps meanwhile.
