ATC is dangerous

So I'm inbound at Nellis and proceeding on my final turn. Tower tells me to check gear and proceed. All of a sudden, the runway is occupied?! and I see an F-15 approaching me head on..just taking off.

 

This is kinda annoying that the ATC is this incompetent. Hopefully the new ATC will be much smarter and actually handle traffic correctly and notify pilots of the correct action at any given time (hopefully it also acts on emergencies)

are you sure you were inbound on the correct runway?
