Does this then allow more AIM-9s being carried and fired from the Right/Left Outer stations? "Some units" have this. And by their description, it should be allowed since its a possibility.

i think (but i am not sure) only python, not aim-9 could be carried on the outer stations without major changes to the aircraft. so the issue here would be the lack of that missile in DCS. otherwise i think it would be a good fit for the new restriction system.

if you find evidence that f-5e did indeed carry 4 aim-9, maybe post it here.
