B-17 Big Formation won't close up

I'm trying to get two groups of four B-17s in a close combat box, and no matter how I set the formation (WW2 bomber formation close) with the Big Formation Task, Group 1 as Leader in all postions, Group 2 as Left in all positions or Right in all positions or Back in all positions, Group 2 will always remain 4,000ft away from Group 1.

 

How do you get these formations to work? I've tried everything and just end up frustrated.
