Can I change take off runway direction when no wind?

I know the direction base on the upwind, but what happen if no wind?

On controlled airfields, ATC / Tower will tell you the currently active runway. That being said, in single player you usually don't get punished when you are using the wrong heading, even if there is wind.

No. Depending on the airfield and wind direction and strenght the ATC will change active runway. In no wind condition default direction will be used.
