The world shadows in DCS are adequte for medium to high altitude but are quite poor at low level even on the highest setting. The cascading is immersion breaking and there are many graphical problems over undulating terrain or off steep sided valleys that are very obvious abd nasty to look at on low level gameplay. 

Now we have better clouds and better water are there any plans to improve this aspect of the game or a we mud pushers doomed to fly forever in 10/10 overcast?

I'd settle for better PERFORMING shadows. In fact I'd settle for better performing DCS World in general. 😉

Specs: Win10, i5-13600KF, 32GB DDR4 RAM 3200XMP, 1 TB M2 NVMe SSD, KFA2 RTX3090, VR G2 Headset, Warthog Throttle+Saitek Pedals+MSFFB2  Joystick.

That's the reason, I opt for the terrain shadows "flat".

Less blurry, and no "pop-up" line moving in front of you. Sadly, they produce some artefacts here and then.

In general, the handling of LoD-transitions is not well suited for a "far-looking" and "fast-moving" kind of gameplay. But I guess, that belongs to the shortcomings of the engine, DCS was build on. Let's see where the future development will bring us. I doubt, that there can be done much about it with the current engine.

Just a different kind of bad to me Im afraid.

Overcast with Taz1004's dark trees mod is pretty much all I fly Caucauses with now. Im bored to tears of using sandy maps as a get around.  So old weather, filthy days and a good mod for down low.  Part of the reason Im looking forward to the South Atlantic map!
