[NO BUG] Cannot rotate top items for VOR ILS and Tacan

I updated to DCS 2.7.9.17830 Open Beta today and can no longer rotate the top selectors for both VOR ILS and TACAN.  It only rotates the lower portion, such as the "A" to "M" on the left VOR ILS or the "X" to "Y".  It does not work on all four of the selectors.  I tried it in missions and the campaign.

There's been a change in logic to avoid having to search for small click zones.

• Left and right mouse buttons are used to change "A" to "M" for the ILS/VOR or "X" to "Y" for TACAN
• The mouse scroll wheel is used to change the frequency/channel
