I know virtually nothing about the ME, but is there a way to do this using existing tools?

Can you attach a trigger zone to an aircraft? If so, then couldn't you simply get the AI ROE to change from HOLD to FREE when it enters the zone during the merge?

In the ME, when a fighter is placed down, make sure its role is set to "Intercept"

Then, in advanced waypoint options, select "Attack Unit/Group", and in the window that pops up, make sure the target group/unit is set to what you're flying, and you should see something that asks what weapons to use, which is by default set to auto. Merely change it to what you want, and the aircraft will now try to use what you tell it to against you.

Here's how I would do it:

  1. Create your player and AI aircraft and their waypoints, best give them a name for both 'NAME' and 'PILOT' ('NAME' is the group name, and 'PILOT' is the unit name)
  2. Create an ROE advanced waypoint action for the AI aircraft, at the AI aircraft's starting waypoint (SP):
    1. Click 'ADVANCED (WAYPOINT ACTIONS)'.
    2. Click 'ADD' at the bottom.
    3. In the window that opens set 'TYPE' to 'Set Option', and 'ACTION' to ROE and set it to 'WEAPON HOLD'.
  3. Create a circular trigger zone with a small radius (I'd start with a nautical mile, and then increase/decrease it as necessary with trial and error) and give it a name. Place the zone over your aircraft.
  4. Create a triggered ROE action for the AI aircraft:
    1. Navigate to the 'TRIGGERED ACTIONS' tab (icon kinda looks like this).
    2. Click 'ADD'.
    3. In the window that opens set 'TYPE' to 'Set Option', and 'ACTION' to ROE and set it to either 'WEAPON FREE', 'PRIORITY DESIGNATED' or 'ONLY DESIGNATED' note that 'PRIORITY DESIGNATED' and 'ONLY DESIGNATED' require you to designate a target either using Start Enroute Task -> Search Then Engage Group/Unit (task must be set to CAP/Fighter Sweep) or Perform Task -> Attack Group/Unit. It might be useful to give this a name as well.
  5. Navigate to the Triggers menu (looks like the symbol for an open switch):
    1. Create a new trigger.
    2. Set TYPE to '1 ONCE', and 'EVENT' to 'NO EVENT', set 'NAME' and 'COLOR' as desired.
    3. In the 'CONDITIONS' block, click 'NEW' and set 'TYPE' to 'UNIT INSIDE MOVING ZONE', set 'UNIT' to the AI aircraft, 'ZONE' to your trigger zone and 'ZONE UNIT' to your aircraft.
    4. In the 'ACTIONS' block, click 'NEW' and set 'ACTION' to 'AI TASK PUSH' and set 'AI ACTION' to your triggered ROE action.
