so the F-4 FAQ says:

We will be launching two variants of the -E; a “classic era” F-4E (blocks 36-45 with updates retrofitted in 1974 and before,

so my question is, are the blocks in the pic from a 1979 F-4E Phantom Flight Manual the specific blocks doing?

Yes, those are the specific blocks.

So a block 45 would be F-4E-45-MC

I imagine HB will pick one of them (I'm guessing probably the 45) and do that.

It is especially important to know if it is a block 48 or prior or a block 49 and beyond since the latter has got Leading Edge slats.

This has been answered many times in many threads, they will ALL have leading edge slats as retrofitted through '74 on the earlier block jets. Serials from 66-69 series with those upgrades will be the initial release, and later serials from 71- onward with TISEO and DMAS will be the later release.
