There were two flying prototypes, but before they managed to develop them Soviet Uniion collapsed and project has been cancelled due to lack of founds as they couldn't finish developement of it's radar which was the most important part of the system. 1 1

I'd say the same thing about the 9-15 MiG-29M. Just so long as they're listed as hypothetical units. The An-71 seemed to be more of a VVS equivalent to the VPVO Tu-126 and A-50 - Soviet doctrine, they essentially have 3 separate air forces: the VVS (air force), VPVO (air defence forces) and the AV-MF (naval aviation).
