[REPORTED] Radar Ground Emission Switch not working

Just a minor issue.

It seems that this switch won't do anything now in the game.IIRC it worked a long time ago (when I was able to lock my friends on the ground )

I know this switch is rarely used but hope someone can take a look when time permits. Thanks   (I'm not going to annoy anyone's RWR while sitting on the ground ,really,I promise)
