How to create a DCS Mod?

I'd very much like to create a "Rolla Track" type laid down runway matting, but do not have the slightest idea of where to start. Help/advice would be greatly appreciated.

Create the 3D model with 3DS or blender, get the exporter and export it as .EDM

Create textures for it

Create the folder and file structure for it (you can look at pre-existing mods as an example)

Code it as a, for example, static object

Done

the thing that needs to be had is to make a mod, but you can ask others for help if you have one.
