Gfx settings descriptions

Secondary shadows description says it requires Terrain shadows: default to work but it's not true. I use secondary shadows with terrain shadows: off.

There are also * (asterisks) beside the options that need restarting. I tried to change terrain shadows from off to default without restarting and it ended up as very dark screen. So it probably needs the asterisk too.
