It depends on the aircraft, and it's valid only for Single Player missions, but you could try to detect aircraft status using the X:COCKPIT INDICATION trigger condition, for example on the F-18 the fuel level is displayed on the IFEI and its values can be read with that trigger. This would allow us to detect when the fuel in the aircraft reaches a certain maximum level. For what aircraft is your mission?

Here is a test sample, the aircraft starts on the ground with 3,240 lb of fuel. Hold wheel brakes and throttle a bit up, not enough to let the aircraft move, just to increase the fuel consumption .. you will note how the trigger can be used to detect the different levels of fuel .. the resolution of the IFEI is 10 lb.
