Of course they can get employed without radar, just like they were in WWII and Korea. It would be nice to get the FIRE CAN to go with it, but I assume it'll be just a flak for now. It'll be less accurate, but these guns are nasty, unless you're flying at or above their ceiling, they can be scarily accurate, particularly when you're not aware of them. Line of sight rates at medium to high altitudes are fairly low, and the shells they fire go fast, so if you're cruising along at something like 22kft, and there's a flak site below you, the first thing you know will be your plane blowing up. If it misses the first shot, the subsequent ones are easily avoided by jinking vertically, but those 100mm shells are huge. At low altitudes, they're not effective, but that's what SHORAD is for.

... but wouldn't they still have relied on some form of fire control to get good altitude reading back then? External optical rangefinders f.e.?
