fixed Can not create waypoints anymore after CPG leaves

Not sure if it happens locally, but on a dedicated server, after the CPG leaves the seat, the pilot with george as CPG can no longer create waypoints. I've heard, but not tested myself, that you also can no longer add points to a route.

When another CPG joins again, it works once more.

Unable to provide a track, because people would rather play their game instead of wasting their time with me to track down ED's bugs. Once I find someone, I will make a track for you. In the meantime, feel free to test it yourself.

Here is the track. Contains multiple bugs, but you see me adding waypoints before the CPG joined, after he joined and trying to add some after he left. Setting direct to doesn't work and editing the route doesn't work either anymore after he left.

I have also seen this bug recently where as PLT I am unable to set a DIR TO, either by cursor selecting the WP, or by typing "W12" into the keyboard.  This was while the CPG was in the aircraft, but it's possible he had previously disconnected and then rejoined again mid-flight.

I found that joining again makes it work once more, even a different CPG joining again works.
