All Maps should have the countries and their borders clearly indicated.

Although that would be helpful in some cases, it could wreak havoc if the map is to serve multiple time eras - or where the shift of borders itself is the casus belli (Cyprus and Caucasus anyone?). I'd love it though, if ED provided a 'border map overlay' made with the draw tool that we could enable to optionally show the default borders.

Preferably you could draw your own borders

That would presume you knew the borders. 

The map builders should specify / draw them clearly and the ME should have a drop down box of ERA in the borders have changed during the maps 'from' / 'to' bounds.

Well when the map maker creates the map they do it to align with a certain time period. I would just got with that
