keybindings for joystick dont work unless i go into the keybinding page?

Have a weird problem where when i first start up in a cold plane/helo that my bindings on the hotas dont seem to work until i go into keybindings flick any button/switch on my hotas. ( same everytime i load a new mission etc )

 

example ; fresh cold apache , hit the comms button , nothing happens , go into my bindings and press the button , it is binded to comms already, go into game and it now works ? ( this is with all buttons )

any ideas?

Please check your bindings are not used in any special Controls page, such as "UI Layer", "RadioVoIP"...
