What do the Red Dots mean in the Control Options? I have a lot of them!

I noticed these Red Dots (with a ! in the middle) a while back, but I noticed a lot more of them today.  I have lot's of them on things like Views etc...

What are these supposed to indicate??   Can't find anything about them in the manuals or searches..  See Pic..

Hover over them, sometimes you'll get a tooltip explaining it.

There's two possibilities: 

1) The same joystick button or keyboard command is mapped elsewhere.  Since you're showing the Hornet module, check the UI Layer.

2)  A device you've assigned a modifier to is not connected to the PC.
