Me and my friend have been attempting to do 1v1 dogfights but haven't been able to figure out how to make it work within the dcs new server/ launch multiplayer option. however we have been able to start dedicated servers. my question is can you join a dedicated server you are hosting?

Yes you can.  I do it regularly with the same PC hosting both the client and server.

Just to clarify:

- you have the dedicated server installed and it’s the same version as your client(s)

- you’ve followed the guide on this forum on how to start and monitor the server

- you’ve done port forwarding

Do the above and you should have no issues seeing the server (should be easy to find as it will have the best ping for your client) and the joining

then u are not running a dedicated server u r running a client as a server

Ok, but the same thing also happened when i was attempting to download the dedicated server. it wouldn't allow me to open DCS. So should i just download the dedicated version and use that instead of trying to use the client?

Yes

There’s a really good guide on how to run it on these forums.  Use that
